A World-Class Financial Management System Requires Both a Nervous System and a Root-Cleaning System On February 18, 2022, the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) issued the “Guidelines on Accelerating the Construction of a World-Class Financial Management System for Central Enterprises” (SASAC Finance & Evaluation Regulation [2022] No. 23). The document clearly defined the direction: financial management must upgrade toward “real-time penetration and intelligent supervision.” But the foundation of penetration is information that can be transmitted upward, and the prerequisite for supervision is trustworthy data. After 31 years of financial research, it wasn’t until 2026 that I truly connected two pieces of work. The first is the JingGen (Root-Cleaning) System. Whether a company can thrive depends on whether its “roots” are clean. A company’s roots lie at the atomic task layer — every procurement, every payment, every order, every invoice. If the roots are not clean, nothing built above them can be relied upon.
